Making a Dirt Bike Street Legal: Required Equipment and State-by-State Rules
The hardware list is short and close to universal: DOT headlight with high and low beam, tail and brake light, mirrors, horn, DOT-rated tyres, a speedometer and an illuminated plate bracket, with turn signals required in most states. What stops people is paperwork - no MSO and no 17-digit VIN means no title, and no amount of lighting fixes that. Check stator output before buying anything, because a 6-pole clone stator makes 35-60 watts and a halogen build wants more.

Two separate problems wear the same name. One is hardware: fitting the lights, mirrors, horn, tyres and instruments a state requires. That part is a shopping list and a weekend, and it is the same list almost everywhere. The other is paperwork: proving the machine exists as a titleable vehicle. That part cannot be bought and it is where most import conversions die.
So do them in that order, backwards from how everyone starts. Establish that you can title the machine first. Then buy lights.
If the machine came out of a crate under a badge like Apollo, Coolster, Tao Motor or X-Pro, the paperwork question is genuinely open and depends on the importer of record for that specific model and year, not on the brand name. Ask for a photograph of the manufacturer's statement of origin before you pay, and treat 'we send it after delivery' as a no.
The paperwork comes first
A DMV clerk types a 17-digit VIN into a system. If nothing comes back, nothing else you say matters. Off-road-only machines often carry a shorter frame number instead, sometimes 9 to 13 characters, sometimes hand-stamped, and no state database recognises it. That is the wall.
The documents below are the ones that decide the outcome. Know which you have before you start.

The bonded title route deserves a plain description, because forums oversell it. You buy a surety bond for a multiple of the machine's value, the state issues a title with a bond notation, and after a set period, commonly three years, it converts to a clean title. It works in many states and is refused outright in others, and it costs real money on a machine worth a thousand dollars.
One more piece of folklore worth killing: the Vermont registration route that forums still recommend was closed to non-residents, and using an address you do not live at to obtain a registration is fraud in every state. If somebody's conversion advice starts with borrowing an address, stop reading it.
The universal equipment list
This list satisfies most states most of the time. Specific requirements vary and the table after it covers where. Wattage figures are what to expect from typical parts, and they matter more than people think on a small machine.

This is the technical trap in the whole exercise and it is specific to small machines. Many off-road bikes generate unregulated AC from a lighting coil, with no battery and no rectifier anywhere in the loom. The number on the wire says 12 V. It is not the 12 V a turn signal relay expects.

If the answer is No in both columns, the conversion starts with a stator, not a headlight. Three practical consequences. A standard flasher relay needs DC and will either sit dead or flash erratically on AC. LED signals draw so little current that a thermal flasher never heats up, so you need an LED-rated or electronic relay regardless. And a horn on unrectified AC makes a noise more like a wasp than a warning.
The fix on a clone machine is a full-wave rectifier-regulator, a small 12 V battery or a capacitor, and a re-wire of everything except the ignition onto the DC side. It is a genuine afternoon of work and it is where most home conversions stall. Do it before you fit a single lamp and the rest of the job becomes ordinary wiring.
The 50-state view
The table below groups states by how the process usually goes, not by statute. We are deliberately not printing per-state fee figures, because they change with legislative sessions and the variance between two counties in one state is often bigger than the variance between two states.

It describes the general pattern, not the statute, and every row needs confirming locally before you spend money. Read the four verdicts plainly. Commonly permitted means owners in that state routinely complete conversions with equipment and a VIN inspection. Permitted with inspection means the state will do it but a formal safety inspection is the gate. Case by case means the outcome turns on your paperwork and, honestly, on which counter you stand at. Effectively closed means the state generally requires the machine to have been certified for road use when it was built, and a conversion does not create that.
Where a state appears closed, there is still one route that works: buy a machine that was road legal from the factory. That is a different purchase, not a different process.
Four questions to ask at the counter
Ask all four in one call, write down who told you, and ask whether the answer is statewide or office-specific. Conversions fail far more often on the fourth question than on the first, because owners assume a plate means unrestricted access to every road.
- Will you title a vehicle with no manufacturer's statement of origin, and if so by what route? Get the name of the route, not a yes.
- Will you assign a state VIN to a frame that has no 17-digit number? This is the question that decides everything else.
- What inspection is required, who performs it, and can I book it before I buy parts?
- What vehicle class will it be registered as? A sub-150cc machine is classed differently in several states and that changes where you may ride it.
Displacement floors and where a plate still will not take you
Several states set a minimum engine size or a minimum sustained speed for limited-access highways and interstates, commonly in the region of 150cc. A plated 110cc pit bike will be legal on surface streets in a state that allows the conversion and still barred from the freeway, which is exactly the correct outcome given how the machine handles at 55 mph.
Some states also register very small machines into a separate class entirely, with its own speed ceiling, licence class and equipment list. That class usually exists for scooters and it can be a simpler route than full motorcycle registration if your machine qualifies. It is worth asking about specifically, because clerks do not volunteer it.
Be realistic about the machine as well as the law. Gearing on an off-road bike is short, so a plated 125 at 45 mph is buzzing near the top of fourth with no more to give. Fitting a taller countershaft sprocket helps the revs and hurts the low-speed trail behaviour you presumably bought it for.
When the conversion stalls, and what to do instead
Plenty of conversions stop at the paperwork wall and there is no clever way through it. If you have no MSO, no 17-digit VIN and you live in a state at the closed end of the table, the honest answer is that this particular machine will not be plated, and every dollar spent on lights makes the eventual sale no easier.
The alternative most owners land on is a second machine rather than a converted one: a used dual-purpose model that left the factory road legal, with a title and a VIN that a clerk can find. Sub-250cc examples are common, they are already geared and lit for the road, and they leave the off-road machine free to stay exactly what it is.
One last note for buyers who have not committed yet. If road use is any part of the plan, make titling paperwork a purchase condition and put it in writing. In this segment the paperwork is worth more than the plastics, and it is the single most common thing that separates a machine still being ridden in its second season from one sitting behind a shed.
